项目介绍

中德工业4.0学习平台项目是德国联邦经济合作与发展部(BMZ)设立的develoPPP框架下的政企合作项目。 德国国际合作机构(GIZ)受BMZ委托, 与德国卡尔斯鲁厄理工学院全球先进制造研究所(GAMI)、思爱普中国(SAP China)、德国先进工业科技研究院(IAIT)以及北京京城机电研究院等中德合作伙伴们一起实施中德工业4.0学习平台项目。 项目自2020年7月1日启动,于2023年6月30日正式结项。2023年7月,同济大学工业4.0学习工厂正式承接中德工业4.0学习平台运营工作。

中德工业4.0学习平台聚焦以下三大目标群体:

  • 为智能制造企业管理人员提供有关“工业4.0”的培训:制定工业4.0核心课题,通过培训推动管理人员在工业4.0时代的思维变革,进而以自上而下的变革带动企业内技工培训质量的提升。
  • 为职业院校骨干教师和企业培训师提供有关“职业教育4.0”的培训:制定工业4.0时代教师/培训师能力矩阵,通过培训提高其自身专业和教学能力,进而以辐射效应惠及在职和未来的技术工人。
  • 为研究性本科、应用型本科骨干教师和企业培训师提供有关“工程教育4.0”的培训:制定工业4.0时代教师/培训师能力矩阵,通过培训提高其自身专业和教学能力,进而以辐射效应惠及在职和未来的技术工程师。

线上学习平台(https://www.i40-learningplatform.com)提供便捷的学习途径从而惠及更广阔的目标群体。同时,该项目理念和经验将会进一步推广到其他发展中国家和全球。

Project Profile:

Industries 4.0 Learning Platform is a government-enterprise cooperation project under the develoPPP of German Federal Ministry for Economic Cooperation and Development(BMZ). Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ),entrusted by BMZ,works together with Chinese and German partners, including Global Advanced Manufacturing Institute (GAMI)of German Karlsruhe Institute of Technology, SAP China, the German Institute of Advanced Industrial Technology (IAIT), and the Beijing Jingcheng Mechanical and Electrical Research Institute to operate this platform.The project was launched on July 1, 2020 and concluded on June 30, 2023. From July 2023, Industry 4.0 Learning Factory of Tongji University officially undertook to operate this platform.

Industries 4.0 Learning Platform focus on three groups:

  • “Industries 4.0” is a training program for managers of intelligent manufacturing enterprises: by taking courses on the core topics related to Industry 4.0, managers will transform their thinking to conform to the era of Industry 4.0 and thus enhance the competence of skilled workers within the enterprise.
  • “Vocational Education And Training 4.0 ” is a training program for teachers in vocational schools and corporate trainers : by learning the competences that teachers and trainers need in the era of Industry 4.0, they will not only improve their professional and pedagogical abilities, but will also benefit current and future technicians.
  • “Engineering Education And Training 4.0 ” is a training program for research-oriented undergraduate and applied undergraduate teachers and corporate trainers: by learning the competences that teachers and trainers need in the era of Industry 4.0, they will not only improve their professional and pedagogical abilities, but will also benefit current and future engineers.

In order to reach more people, the online learning platform (https://www.i40-learningplatform.com) provides easy access to learning. At the same time, the project’s concept and experiences will be further disseminated to other developing countries and the world.

中德智能制造/工业4.0产教融合联盟介绍

为了进一步落实中德两国政府签署的《中德合作行动纲要-共塑创新》,2015年7月,德国联邦经济事务和气候行动部(BMWK)与中国工业和信息化部(MIIT)签署了《谅解备忘录》。2016年中德智能制造合作企业对话工作组(AGU)成立,AGU旨在提高中德共识意识、交流最佳实践方案并提供专家建议。

2018年11月在北京举行的副部长级会议上达成协议:中德双方在AGU平台上共同组建人才教育培训(后更名为未来职业)、人工智能、工业互联网和数字经济四个专家工作组,共同研究相关领域重要问题、推动重大合作项目并为中德政府间的对话提供政策建议。

2021年10月14日,在国家工业和信息化部指导下,中国电子信息产业发展研究院联合中德两国智能制造企业、科研机构、高校、行业组织和产业园区在江苏常州举行的中德制造业转型创新大会上宣布中德智能制造/工业4.0产教融合联盟正式成立。

联盟的主要目的在于推动中德两国在智能制造/工业4.0领域的校校合作和校企合作。联盟致力于加强产学研交流,积极借鉴德国人才培养和培训方面的先进经验,并努力搭建一个完善的人才培养和交流平台。同时,联盟通过推进人才培养的标准制定及证书认证,为企业数字化转型提供必要的人才支撑。此外,联盟还为成员提供良好的发展机会,从而深化中德两国在智能制造领域的合作与交流。

Introduction to the Sino-German Intelligent Manufacturing/Industry 4.0 Industry-Education Integration Alliance

In order to further implement the “Sino-German Joint Action Plan:Shaping Innovation Together” signed by the Governments of China and Germany, a Memorandum of Understanding (MoU) was initiated in July 2015 between the German Federal Ministry of Economic Affairs and Climate Action (BMWK) and the Chinese Ministry of Industry and Information Technology (MIIT). In 2016, the Sino-German Working Group on Corporate Dialogue for Intelligent Manufacturing Cooperation (AGU) was established to raise awareness of the consensus and provide expert advice to achieve best practice solutions.

At the vice-ministerial meeting held in Beijing in November 2018,an agreement was reached, China and Germany set up four expert working groups on talent education and training (renamed as “future of work”later ), digital economy, artificial intelligence, industrial internet on the AGU. On this platform, the two countries will work together on key issues in relevant areas, and facilitate major cooperation projects, as well as contribute to the deliberations of the China-Germany Intergovernmental Dialogue.

On 14 October, 2021, under the leadership of MIIT, the China Academy of Electronic Information Industry Development, together with intelligent manufacturing enterprises, research institutes, universities, industry associations and industrial parks from China and Germany, announced the establishment of the Sino-German Intelligent Manufacturing/Industry 4.0 Industry-Education Integration Alliance (abbreviated as SGIEIA) at the Sino-German Manufacturing Transformation and Innovation Conference held in Changzhou, Jiangsu Province.

The SGIEIA is committed to promoting school-school cooperation and school-enterprise integration in the field of intelligent manufacturing/Industry 4.0 between China and Germany. What’s more, it aims to strengthen interactions between industry, academia and research institutes, and build an ideal platform for talent cultivation and cross-field exchanges by learning from Germany’s experience. Meanwhile, the alliance promotes the development of talent training standards and certification to provide the necessary talent support for the digital transformation of enterprises. In addition, the alliance also provides members with good development opportunities, thereby deepening cooperation and exchanges between China and Germany in the field of intelligent manufacturing.

建立线上线下相结合的培训模式。项目采取试点先行的方式,结合地区产业以及人才需求特点与试点城市合作开展线下培训。同时,建立线上学习平台作为辅助培训渠道,提供不受时间以及地域限制的学习资源。线下培训与线上平台互相补充,互相推动。

项目中德专家团队针对职教教师以及智能制造企业管理人员分别设计 “职教4.0” 以及“工业4.0”的培训方案,确定相关领域核心主题,作为开展培训活动的指导文件。

试点布局

试点布局

项目将试点布局在华南、华东、东北和西南四大区域,分别与佛山、昆山、沈阳和成都建立试点合作关系。充分发挥试点城市的辐射效应,以试点城市为中心,将资源共享到周边地区;同时,积极促进试点城市间交流。

经验推广

经验推广

依据试点经验,项目培训模式以及内容将进一步推广到其他城市。项目经验可为其他发展中国家提供借鉴参考,以产生更广泛的社会影响。
